Accessibility Statement
How this service meets WCAG 2.2 AA and the Public Sector Bodies Accessibility Regulations 2018.
This statement applies to Highways Transparency Reporter. It is written in the form the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 expect, so that an authority procuring this service can satisfy its own duty from it.
Compliance status
This website is fully compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, with the exceptions listed under "Known issues" below.
WCAG 2.2 AA includes every success criterion in WCAG 2.1 AA, so this also satisfies the 2.1 AA standard that the Regulations reference.
How this service was built to be accessible
These are not aspirations; they are properties of how the thing is put together, and each is checked in the test suite.
- It works without JavaScript. Every form submits, every page renders and every document downloads with scripting turned off. Scripting adds live word counts, running totals and a countdown; it is never the only route to anything.
- Semantic HTML throughout. Real headings in order, real lists, real tables with header cells, real form labels tied to their inputs. No element is given a role it does not have.
- Full keyboard operation. Every control is reachable and operable by keyboard, in a sensible order, with a visible focus indicator. A skip link is the first thing in the tab order on every page.
- Colour is never the only signal. Errors, warnings and statuses each carry a word as well as a colour. Text meets the 4.5:1 contrast ratio and large text 3:1.
- Text resizes. The layout reflows to 320 pixels wide and survives 200% zoom without loss of content or horizontal scrolling.
- Nothing moves unexpectedly. No carousel, no autoplaying media, no animation that cannot be stopped, no session timeout that acts without warning.
- Errors are explained in words. A validation message says what is wrong and what to do, next to the field it concerns.
- No third-party content. Fonts and scripts are served from this domain, so no external widget can introduce an inaccessible component we do not control.
Known issues
We would rather list these than claim a clean sheet, because a statement with nothing in this section is usually one nobody tested.
- The countdown to the reporting deadline. On the home page a countdown updates every second when JavaScript is running. It is deliberately not announced by assistive technology, because a figure read aloud every second would make the page unusable. The number of days remaining is rendered by the server in the page's text, so a screen reader gets the useful figure once, in the ordinary reading order. We judge this the right trade-off; if you disagree, tell us.
- Exported Word documents. The exported report reuses the Department for Transport's own template parts — its styles, its table layouts, its page setup — because the guidance asks authorities not to change them. Where that template has an accessibility shortcoming, the export inherits it, and we cannot correct it without departing from the template we are asked to reproduce. We do carry forward every table caption the template defines, which is what a screen reader announces.
- Uploaded documents. PDFs and Word files an authority uploads as supporting evidence are shown as provided. Their accessibility is a matter for whoever produced them. Text extracted from them is presented as plain readable text, which is often more accessible than the original.
Nothing on this site is claimed as exempt under the Regulations' disproportionate burden provision.

How this was tested
Every page of the service was reviewed against WCAG 2.2 AA by Infin8 Digital Limited, at desktop and mobile widths, with keyboard-only operation and with scripting disabled. Colour contrast was measured rather than judged by eye. The automated test suite checks the structural properties above on every build, so a regression fails the build rather than reaching a user.
This statement was prepared on 6 August 2026 and is reviewed when the service changes materially.
